The Order of Engineers took a public position yesterday, September 25, to repudiate the statements of the economist Abel Mateus in relation to the capacity of engineers, published in yesterday’s edition of the ‘Jornal de Negócios’.

“The Order of Engineers regrets and considers the statements made perfectly unacceptable and offensive
by professor and economist Abel Mateus, published today in the ‘Jornal de Negócios’, on the capacity of a
engineer to develop a strategic plan ”, underlines a statement from the institution led by Mineiro Aires.

According to this statement, Abel Mateus’ statement, ‘An engineer is not asked for a strategic plan’ is “a regrettable statement, which is unknown because the document to which it refers is not a plan, but from a strategic point of view , which are substantially different things, since a plan requires a strategy, a schedule and financing, which is now the government’s turn, obviously and once again with the participation of the engineers ”.

“Thus, the document entitled ‘Strategic Vision for Portugal 2020- Economic Recovery Plan
2030 ‘, developed at the request of the Government, is not, and was never intended to be, a strategic plan.
Strategies and planning are the prerogatives of engineers and the result of cases where policies
of this nature were made by non-engineers, where the exceptions confirm the rule.
Not happy with these considerations, and after talking, during the interview with ‘Jornal de Negócios’, about
basically related to engineering, he still states that “the proof of that is that you will get a person
strange, that unfortunately he is not even an economist ”, continues the statement of the Order of Engineers in a critical tone.

This note adds that “without entering into the same level of appreciation for academic training and skills, which revealed the author’s mental structure, we prefer to be didactic: fortunately he was an engineer, because our thinking and attitude are much more structured and open to work as a team and we are bound by positions of ethics and deontological respect ”.

“The engineer in question is Professor António Costa Silva, professor at the IST [Instituto Superior Técnico], a prestigious member of the Order of Engineers, with a long and recognized national and international career as an engineer and manager, a man of culture, who has compiled his vision of the opportunities that can be opened to the country. A knowledgeable engineer, but humble enough to have been able to listen to hundreds of institutions and interest groups, including many economists and the Order that represents them ”, defends the aforementioned statement.

The Order of Engineers concludes this communiqué stating that, “unfortunately, we do not remember the public positions assumed, in due time and opportune, by Mr. Abel Mateus in relation to many of the issues that he already dominates and criticizes, and we were not able either. , in your interview, if any of the 1,153 contributions that were sent to the engineer António Costa Silva, in public consultation, is yours ”.
