A flexible public administration where state officials do not always do the same. This is the vision of the Minister of Administrative Modernization for the future. Alexandra Leitão will meet this Wednesday at the inauguration of the Public Administration Congress, a congress that only takes place every two years and which this year is dedicated to the theme of “emerging competencies”.
Speaking to TSF, Minister Alexandra Leitão underlined the importance of flexibility in the civil service. “Emerging competencies are those that give public administration the flexibility it needs to respond to the changes that society imposes on it,” he analyzed.
From Alexandra Leitão’s perspective, the public function should be an example of adaptation in responding to the reality that is presented. “A public administration worker cannot always do the same; today it is urgent to do one thing and tomorrow it is urgent to do another. That flexibility is what you have to do at all times, and nothing like what is happening this year It showed us how necessary it is, suddenly, to send students home, send workers home, take citizens’ cards online … This is the great message we have to send. “

The minister recognizes, however, that this flexibility and the new digital skills are not easy to apply in an aging public administration: “It is true that older or more tired people may have more difficulties, but it is also true that many times It is unfair to say that they do not have that ability and even that taste. “
However, for Alexandra Leitão, age does not have to be seen as a barrier. “Without prejudice to the strong objective we have for rejuvenation, in the Stabilization Program, we have the one-to-one rule when it comes to senior technicians of the public administration, I think it is also important to say that we are all capable of adapting, so that we have the necessary training and education. “
The national congress dedicated to public administration will discuss the challenges inherent to State services. The initiative lasts for three days and is carried out mainly online.
