The Council of Ministers discussed this Thursday the measures to be implemented as of next Tuesday 15, when schools begin to reopen for classes and the country enters a contingency situation due to the Covid-19 pandemic. .

The measures were presented by the Prime Minister in the early afternoon and are as follows:

  • Meetings limited to 10 people
  • Commercial establishments cannot open before 10 am (with exceptions)
  • Closing hours of the establishments between 20 and 23 hours, by municipal decision
  • In shopping center catering areas, maximum limit of 4 people per group
  • Prohibition of sale of alcoholic beverages in service stations and, after 8:00 p.m., in all establishments (except meals)
  • Prohibition of alcohol consumption on public roads
  • Back to face-to-face classes, between September 14 and 17
    • Adaptation of the operation of the schools to the new health reality, with attention to meetings with schools, that is, in the surrounding commercial establishments and at departure times.
    • Contingency plans in all schools
    • Distribution of personal protective equipment (PPE)
    • Frame of reference for suspected cases, positive cases or outbreaks
  • In restaurants, cafeterias and pastry shops 300 m from schools, maximum limit of 4 people per group
  • District rapid intervention brigades to contain and stabilize outbreaks in households
  • Sports venues remain without public

In the metropolitan areas of Lisbon and Porto:

  • Mirror equipment
  • Billing scale between teleworking and face-to-face work
  • Mandatory time delay:
    • Differentiated entry and exit times
    • Different times for breaks and meals.
    • Reduction of pendulum movements

Thus, Portugal is walking “at the same speed” again, with uniform measures for the entire continental territory, as announced on August 27.

On Wednesday, António Costa asked the Portuguese to be “extremely disciplined” to comply with the rules. Returning to a confinement situation “is not a scenario,” because the country would not support it, the prime minister warned.

Earlier, on Monday, at the beginning of the meeting that marked the return of meetings between specialists, politicians and social partners to analyze the epidemiological situation of Covid-19, Costa warned that Portugal will enter “a critical phase” due to the combination of three factors :

  • change of season (arrival autumn / winter)
  • beginning of the school year
  • resumption of many activities.

According to the latest epidemiological bulletin of the General Directorate of Health (DGS), Portugal registered, in 24 hours, three deaths related to Covid-19 and 585 new cases of infection by the SARS-Cov-2 coronavirus.
