The Chamber of Braga today decided to maintain the dumping rate at 0.1% for companies with an annual turnover of less than 150 thousand euros, refusing to study a reduction in this tax for those that invoice more than that amount.

The decision to maintain this tax at 0.1% was approved this morning, at the first meeting of the “post-vacation” chamber, with the opposition stating “not understanding” because the amount to be charged cannot be 0%, “as in some municipalities ”.

“Last year the explanation was given that there was a lack of regulation by the Central Administration and that, since it was not possible [a isenção total], the value closest to 0 was adopted, which will be 0.1%. If we are authorized to maintain the zero rate, naturally we will do so, “replied the mayor, Ricardo Río.

The PS also suggested that “a study be made” of the impact for the municipality if the value of the tax to be charged to companies that invoice more than 150 thousand euros and create jobs falls from the current 1.5% to 1.2%, idea which Rio responded, claiming “lack of flexibility”.

“At the moment, we have no margin. The city council has a set of collections and investments, the flexibility to transfer income is not as great as we would like ”, he said.

As for the IRS, this year there will be no reduction in the variable participation of the municipality, as has been done, remaining at 4%, a measure against which the CDU voted against, for “distorting the logic” of municipal financing and not “for value in itself.”

“We were dropping 0.15% on the IRS every year. This year, because we are already lowering the Municipal Property Tax (IMI), we opted not to lower the IRS and set it at 4% ”, explained the mayor, recalling that the executive set the IMI at 0.34%, the lo which means a “loss” of around one million euros in revenue,

The CDU voted against keeping the IRS value, not by the fixed amount “per se, but by the logic” of the tax.

“The amount granted to municipalities from the State Budget has been decreasing over the years. This form of compensation was found, which allows municipalities to keep part of the IRS paid by families. The truth is that the municipalities, by implementing this variable, are abdicating this financing. There is a distortion of principles, ”explained CDU councilor Carlos Almeida.

“In practice, what happens is the depletion of resources and tax relief that does not reach the most disadvantaged families because they do not pay the IRS due to lack of sufficient income,” he concluded.
