“The Liberal Initiative presents our roadmap for economic recovery, a true PREC, but in this case a liberal and democratic PREC compared to 1975,” he announced.
According to João Cotrim Figueiredo, the document “contains more than 100 measures”, both for the immediate elimination of the health crisis, and also for a set of proposals “to guarantee that Portugal does not miss the growth train again and that it is not condemned to two more decades of stagnation and loss of relative competitiveness, as has been happening in relation to the countries of the European Union ”.
The plan, which was developed by the study office of the Liberal Initiative, the main measures presented precisely by its coordinator, Carla Castro, it has as its “starting point that the expansion of the public deficit and debt is inevitable“The motto is” grow to pay and never pay to grow “.
When asked how he intends to proceed with these measures, the Liberal president also recalled that, from a programming point of view, the party always depends a little on what happens in parliament, but committed itself, even with these difficulties, to “transform most measures into concrete legislative proposals and initiatives.”

In fiscal terms, for families, the Liberal Initiative insists on the need to “simplify and alleviate the IRS, going only to two levels, 15% and 27.5%”, with the first 700 euros of monthly income exempt.
For companies, the party wants an “ambitious plan,” such as the gradual reduction of the IRC rate to 15% by 2023, the elimination of payments on account and the state surcharge, as well as the reduction of tax losses in 2020 and 2021 to profits taxed in the past five years, “reimbursing companies that have made their tax contribution in the past and are experiencing exceptional difficulties in this crisis.”
In the labor field, the party proposes to simplify labor legislation and “create a more flexible employment contract, hybrid between a permanent employment contract and a service provision contract”.
In terms of health, and to “compensate for the delay in surgeries and consultations that Covid-19 created”, but also as a solution for the future, the liberals suggest expanding SIGIC (created to combat waiting lists) and SIGA EL SNS to the private social sector.
