There are 201 municipalities in mainland Portugal that are on the high risk list for SARS-CoV-2 transmission. Of these, 139 are at very high or extreme risk levels, those with the most restrictive measures. Of the continent’s 278 counties, 77 have a moderate risk, that is, less than 240 cases per 100,000 inhabitants in the 14 days before the assessment, and are only subject to general containment measures.

The restrictions for the next state of emergency, which begins at midnight on December 24 and lasts until 11:59 p.m. M. From January 7, they are similar to those that already exist with two important exceptions: Christmas, which will allow trips and family reunions, and the New Year, which will have more restrictive measures than announced on December 5. The permits and restrictions at these two times apply equally to all municipalities in the country.

What measures can we count on and which ones were already in force in the previous state of emergency?

  • Mandatory use of a mask in the workplace – all levels;
  • Action to monitor compliance with mandatory telework – high-risk groups and above;
  • Mandatory curfew between 11 pm and 5 am – high-risk groups and above;
  • Shops close at 10pm and restaurants and cultural spaces at 10.30pm. – high risk and higher groups;
  • Mandatory curfew from 1:00 p.m. to 5:00 a.m. on weekends – very high and extremely high risk.

At Christmas, circulation between municipalities will be allowed, but there is still a curfew at night. Nothing changes in relation to the indications given on December 5, when the measures of the state of emergency that ended on December 23 were announced:

  • Permission to circulate after 11 p.m. on December 23, even in municipalities with a mandatory curfew, if are in transit from 23 to 24;
  • Driving ban after 2 am – from 24 to 25 and from 25 to 26 December;
  • Closure of the restoration at 1 hour – the nights of December 24 and 25;
  • Closing of the restoration – at 3:30 pm on the 26th, in very high and extreme risk counties; at 1 pm on the 27th, in these counties.

OR New Year, in turn, will have stricter measures than expected and much more restrictive than Christmas.

  • Prohibition of movement between municipalities from midnight on December 30 to 31 until 5 a.m. on January 4;
  • Collapse required on New Years Eve early at 11 pm, with the restaurant closing at 10:30 pm;
  • Driving ban after 1pm, on January 1, 2 and 3, throughout the country;
  • The catering can operate with the door open until 1:00 p.m. on January 1, 2 and 3 and later home delivery.
