When comparing the risk levels from November 19 to December 2 (date of the last update of new cases per 100,000 inhabitants accumulated in 14 days), there are eight more municipalities in the moderate risk group (from 65 to 73) – because 27 went down and 19 went up: six more at high risk (from 86 to 92), two fewer at very high risk (from 80 to 78) and, in largest variation, minus 12 at extremely high risk (from 47 to 35).

In the list of continental regions – since the autonomous communities do not apply the state of emergency decreed by the President of the Republic – there were 155 regions that did not change their risk level, 77 that decreased (of which 10 decreased two levels) and 46 that went up. Of these, there were five counties going up two levels and one, Marvão, going up three (moderate to extremely high).

The general and specific measures for each risk group remain the same as the previous state of emergency that runs until December 8. These measures are expected to be in effect until January 7. On day December 18 there will be a reevaluation epidemiological situation in Portugal and, if necessary, worsening of the measures.

Measures that have been maintained since the previous state of emergency:

  • Mandatory use of a mask in the workplace – all levels;
  • Action to monitor compliance with mandatory telework – high risk and higher groups;
  • Mandatory curfew between 11 pm and 5 am – high-risk groups and above;
  • Shops close at 10:00 p.m. and restaurants and cultural spaces at 10:30 p.m. – high risk and higher groups;
  • Mandatory curfew from 1:00 p.m. to 5:00 a.m. on weekends – very high and extremely high risk.

Weekends from December 12 to 13 and December 19 to 20 will have Mandatory curfew and restaurant and store closings from 1:00 p.m. in very high and extremely high risk counties, similar to what happened on the previous two weekends.

At Christmas, circulation between municipalities will be allowed, but the curfew is maintained at night: until 2 in the morning from December 24 to 25 and from December 25 to 26 and until 11 at night on the 26th. From 23 to 24, only those in transit can travel at night. As for the restoration, it will be able to operate at Christmas, the nights of the 24th and 25th until 1 am and on the 26th until 15:30.

OR New Year, in turn, will have more restrictive measures than Christmas, with prohibition of movement between municipalities from midnight December 30 to December 31 until 5:00 am on January 4. The curfew will run on New Year’s Eve until 2 am and restaurants will be able to operate that day until 1 am and on January 1 until 3:30 pm.
