21 measures for families, retirees, workers, companies and even animals | State budget 2021

The State Budget for 2021 has, like all the previous ones, many maps, pages, tables and reports. And there are measures for specific recipients. We chose 21 of the ones that were designed for families, workers, retirees, businesses, and animals.

Families

  1. Free nursery for all children of families in the first and second income bracket of the family contribution;
  2. 69 million euros to invest expansion and requalification of social facilities in the public network and in the social sector, which covers social responses in the areas of support for children, the elderly and people with disabilities;
  3. IRS Tax Withholding Reduction, which, according to the Government, guarantees an additional liquidity of 200 million euros for families;
  4. Reduce VAT on electricity for consumptions of up to 100 kWh (or 150 kWh in the case of large families), which allows savings of 150 million euros with sustainable consumption;
  5. End of payment of user fees in complementary diagnostic and therapeutic tests prescribed in the context of primary health care;
  6. IRS deduction of VAT paid on gym expenses.

Pensioners

  1. Increase of ten euros for pensioners who receive up to 1.5 NIC (658 euros), to August 2021, and an extraordinary increase of ten euros (or six, if pensions are updated between 2011 and 2015).

Workers

  1. Increase in the national minimum wage in line with the average increase in recent years (maintaining the target of 750 euros in 2023);
  2. Extraordinary income support for workers, having as a reference value the poverty threshold (501 euros), for those who lost their job or had a significant drop in their activity;
  3. Increase in the minimum amount of unemployment benefit for an amount above the poverty line, in short, for workers who receive at least the minimum wage;
  4. Complement for workers with unemployment benefit, corresponding to the amount of the difference for the new extraordinary support;
  5. General moratorium, for 24 months, on the expiration of collective bargaining agreements, which encompasses around 400 collective agreements and close to three million workers;
  6. Extraordinary risk allowance for healthcare professionals that they are at the forefront of the response to covid-19, which amounts to 20% of the base salary (up to a maximum of 219 euros);
  7. Unhealthy and painful supplement for public servants in the urban hygiene and sanitation sectors.

Business

  1. Ban on layoffs by large companies that make a profit in 2020, under penalty of losing access to tax incentives and publicly guaranteed credit lines;
  2. Maintenance of all tax rates, without update on indirect taxes;
  3. Elimination of the increase in autonomous taxation for micro, small and medium enterprises that they usually did not have losses and began to have them due to the pandemic;
  4. Creation of the IVAucher program stimulate consumption in the catering, accommodation and culture sectors by reimbursing the VAT paid in these sectors;
  5. Maintenance of the Extraordinary Tax Credit measure Investment in the first half of 2021, allowing companies to deduct 20% of their investment expenses from IRC collection up to a limit of five million euros.

Animals

  1. Creation of the figure of pet supplier;
  2. Transfer of more than five million euros to the local administration for support kennels.
