A progressive reopening plan, in four phases “dripper”, as the Prime Minister called it.
“What will happen from now on depends on all of us, if we maintain individual discipline, such as wearing a mask, disinfecting our hands, physical distance and avoiding meetings. If not, we will have to return.”, explained the prime minister (read the four phases below in this text).
“It is a conservative program so that we do not take excessive risks. Which means greater sacrifices for companies, for those who make a living from their work and for the national economy.”
The Prime Minister also indicated that the “general duty of retention continues until Easter”. This duty will continue while the country is in a state of emergency.

Costa admits backing down in deflation
António Costa explained that the deflation program will be evaluated “every 15 days, calculating the” R “every two days,” adding that “if the risk of transmission decreases, we will be comfortable with the planned measures and even with the possibility.” to enlarge them. Measures from next Monday, March 15 (1st phase)
• Kindergartens, preschool and 1st cycle (and ATL for the same ages);
• Trade at the gate;
• Hairdressers, manicurists and the like;
• Bookstores, automobile trade and real estate brokerage;
• Libraries and archives

As of April 5 (2nd phase), or that opens:
• 2nd and 3rd cycles (and ATL for the same ages);
• Social facilities in the field of disability;
• Museums, monuments, palaces, art galleries and the like;
• Stores up to 200 m2 with door to the street;
• Fairs and non-food markets (by municipal decision);
• Terraces (max. 4 people);
• Low risk sports modalities;
• Outdoor physical activity for up to 4 people and gyms without group classes.
As of April 19 (3rd phase), or that opens:
• Secondary education;
• Higher education;
• Cinemas, theaters, auditoriums, theaters;
• Citizen shops with face-to-face service by appointment;
• All stores and shopping centers;
• Restaurants, cafeterias and pastry shops (max. 4 people or 6 on terraces) until 10:00 pm or 1:00 pm on weekends and holidays;
• Medium risk sports modalities
• Outdoor physical activity for up to 6 people and gyms without group classes;
• Outdoor events with reduced capacity;
• Weddings and baptisms with a capacity of 25%.
May 3 (4th phase)
• Restaurants, cafes and pastry shops (max. 6 people or 10 on terraces) with no time limit;
• All sports modalities;
• Physical activity outdoors and gyms;
• Large outdoor and indoor events with reduced capacity;
• Weddings and baptisms with 50% capacity.
At the press conference, the Prime Minister indicated that the plan had not been previously presented “because we wanted the Portuguese to focus on the confinement.”
“We understand that we wanted to keep the Portuguese focused on the running of the bulls. This is a relatively modest step. Thanks to the Portuguese we have come to the moment to look at the blur,” he said.
António Costa assured that “by the end of this month we will have vaccinated 80% of those over 80 years of age,” explaining that “world production of vaccines has been lower than expected, which caused an adjustment in the vaccination plan, which it’s accomplishing”.
