The OVP photo documentation and donations system was put in place even before the typhoons hit, as it was the same setup used to accumulate donations for the COVID-19 response from hospitals.

Robredo has been receiving criticism from administration supporters and even President Rodrigo Duterte himself for allegedly grandstanding when immense floods affected areas in the Cagayan valley after Typhoon Ulises filled the Magat dam.

Panelo initially admonished Robredo for allegedly taking advantage of the government, going with the planes carrying the government relief items and making it appear that she was responsible for it.

Robredo labeled them as false information, as he never traveled on a military plane after Super Typhoon Rolly and the Ulysses attack. Panelo and Defense Secretary Delfin Lorenzana have apologized for the confusion, as it was Robredo’s relief items, and not the vice president, who were traveling on the C-130 planes.

But Robredo stressed again that they do not compete with the government and President Duterte.
