The increase in cases prompts Cebu City to clamp down on offenders of q

The Cebu city government will strictly enforce the quarantine pass number coding and will re-implement border control following the recent spike in Covid-19 cases in the city.

The Department of Health (DOH) 7 reported 59 new cases in Cebu City on Saturday, November 14, 2020, bringing the current number of active cases to 262 and total cases to 10,438.

“I will re-implement the quarantine pass number encoding. I will have tighter border control. I will regulate the entry of LSI (locally stranded individuals) to ensure they are truly LSI and not just here for pleasure. Only Apors (authorized persons outside the residence) and workers with valid IDs and employment certificates showing that they are working in the city will be able to enter, ”Labella told SunStar Cebu on Saturday.

The mayor also reminded barangay officials of their roles in monitoring the movement of residents within their jurisdictions.

Of the 59 new cases, 30 are men and 29 women, including four children between the ages of one and six from an orphanage.

City Councilman Joel Garganera, deputy director of implementation for the city’s Emergency Operations Center (EOC), said the orphanage has already closed, but declined to reveal his name.

Seven of the patients are confined in public and private hospitals in the city.

The city councilman said they will be taking patients to the New Normal Oasis for Adaptation and a Home Complex (Noah) at South Road Properties on Sunday morning, November 15.

He said they will use six to seven ambulances to transport the new patients to Noah’s complex, including the 10 they already found. They hope to locate the other 42 before 3 pm so that they too can be isolated.

The 59 new cases come from 23 barangays in the city.

On Friday, November 13, authorities carried out Oplan Bulabog and sent home patrons of a resto bar in Barangay Kasambagan who did not practice social distancing and drank liquor.

The establishment has 72 hours to explain its lapses after the Business Licensing and Permitting Office (BPLO) issued a show of cause order.

In accordance with guidelines established by the Department of Commerce and Industry, two servings of liquor per customer are allowed in restaurants in areas under modified general community quarantine.

Kasambagan Barangay Captain Franklyn Ong said he has been reminding his constituents and establishments in the barangay to follow health protocols.

SunStar Cebu tried to reach the head of BPLO, Jared Limquiaco, but to no avail.

The mayor previously warned that he awaited the closure of establishments that did not implement health protocols within their facilities.

Between Friday night and Saturday morning, the Prevention, Restoration, Order, Beautification and Improvement team also detained 125 quarantine violators, who were transferred to Plaza Independencia for profiling.

Most of them violated the 23:00 curfew or did not have quarantine passes.

Under the quarantine ordinance, violators face a P500 administrative fine for the first offense or perform community service for four to eight hours; 1,000 pesos for the second offense; and P3,000 or 30 days in prison for the third offense, at the discretion of the court.

Garganera said that Plaza Independencia will have to serve as a temporary detention center while a gym in Barangays Labangon and Tejero is prepared for this purpose.

The mayor had said that the Cebu City Police Office would launch Oplan Paglilibot to ensure the enforcement of the curfew policy.

The curfew in the city begins at 11 p.m. and lasts until 5 a.m.

Garganera said the number of violators detained only shows that people are becoming complacent.

On Saturday, the EOC met with officials from the Regional Police Office 7, provincial and municipal police directors, the Cebu Port Authority and the Philippine Coast Guard to discuss the implementation of stricter border controls. (BBT, JJL, MVG)
