Metro Manila (CNN Philippines, September 17) – The first draft of the implementing rules and regulations (TIR) of the controversial antiterrorist law has been prepared and will now be reviewed by the Secretary of Justice, Menardo Guevarra.
Guevarra confirmed the development in an interview with CNN Philippines on Thursday and assured that necessary changes will be made to the draft guidelines.
“Yesterday I already received the first draft of the IRR. I will review and examine the first draft and make the necessary changes or edits if necessary, ”said Guevarra. Under the 2020 Counterterrorism Act, the counterterrorism council and DOJ have until October 16 to develop a TIR, or 90 days after the law went into effect on July 18. Guevarra expressed optimism that the IRR will be completed and published before the prescribed period of 90 days.
The anti-terrorism law, which repealed the Human Security Law of 2007, will grant more surveillance powers to government forces. Among its controversial aspects is a provision that allows the arrest of suspected terrorists without a warrant and detain them without charge for up to 24 days.
Critics have previously raised concerns about the move, saying it may be open to abuse and lead to possible human rights violations. Government officials and legislators have repeatedly dismissed these claims, saying that citizens have their rights and various safeguards under the Constitution.
