An ORDINANCE is being promoted that establishes the architecture of the place in the city of Baguio.

Councilor Mylen Yaranon has proposed the approval of the “Baguio City Architecture Ordinance”, in a bid for order, uniformity and safety of all buildings in the city.

“There is a clear need to carry out as soon as possible the implementation and compliance with the provisions of the RA (Law of the Republic) No. 9266 and its implementing rules and regulations, in particular the multiple sections that limit the preparation, signing and sealing dry all architectural plans, designs, drawings, specifications, estimates and architectural documents related to the construction of a building, habitable structure only for registered and licensed architects, ”said Yaranon.

The ordinance said the city recognizes the importance of architects in the nation’s construction and development and stated in the proposed law the city of Baguio’s policy that any architectural plan, design, drawing, schedule, specification, budget and other Contract documents duly signed, sealed or sealed, as instruments of service, are intellectual property and documents of the architect, whether or not the object for which they are made is executed.

“Architects have a five-year course studying architectural design and are registered and licensed. Architects are responsible for the architectural aspects of the buildings they design. Right now building permits are being designed without an architect and, worse still, building permits are being issued, ”said the councilor.

Members of the United Architects of the Philippines (UAP) Baguio Chapter, Summer Capital Chapter, Cordillera Chapter and the Philippine Institute of Architects – Baguio Chapter have submitted their petitions requesting the Baguio City Council to fully implement Arms Law 9266 o the 2004 Architecture Law.

If the law is passed, it will cover all architectural plans, designs, specifications, plans, schedules, specifications, estimates and architectural documents related to the construction of a building, whether governmental or private.

It will also be illegal for anyone other than a Registered and Licensed Architect (RLA) to sign architectural plans, designs, drawings, schedules, specifications, estimates, and related architectural documents, as well as for any architect to sign, stamp, or use any other method of signature or architectural plans, designs, drawings, schedules, specifications, estimates or other contractual documents made under the supervision of another architect.

It will also be illegal for any person to duplicate or make copies of architectural plans, designs, drawings, schedules, specifications, estimates and other architectural documents for use in replication and for other projects or buildings, whether executed in part or in full. , without the written consent of the architect or author of said documents.

The City Office of Architecture and Buildings and the City Office of Engineering will be tasked with fully implementing and enforcing the provisions of the proposed law and causing the prosecution of those who violate it.

Yaranon said that there are government positions held by non-architects that should have been filled only by architects clearly listed and covered in RA 9266.
