MANILA, Philippines – The Taiwanese government promised to provide aid to the Philippines, President Tsai Ing-wen said on Friday, a day after the country was hit by Typhoon Ulysses.
“It is heartbreaking to see our neighbor affected by such devastating natural disasters. My thoughts go out to everyone who has been affected by typhoons and floods in the Philippines, ”Ing-Wen said in a Twitter post.
“Taiwan wishes you strength and will help you during this difficult time,” he added.

Ing-Wen has not yet specified what kind of aid he would give the Philippines.
Ulysses, the 21st cyclonic storm to hit the country this year, caused massive flooding in Metro Manila and other parts of Luzon on Thursday.
So far, it has killed 14 people, according to the Department of the Interior and Local Government.
The typhoon struck areas in Luzon that had barely recovered from the attack of Super Typhoon Rolly (Goni), which killed at least 25 people and destroyed thousands of residences.
