Metro Manila (CNN Philippines, December 20) – All storm signs except for the Kalayaan Islands have been removed as Tropical Depression Vicky prepares to break out for the day.

In its update at 5 a.m. Sunday, the state meteorological office PAGASA said that the tropical cyclone warning sign No. 1 remains elevated over the Kalayaan Islands in Palawan, indicating strong winds of 30 to 60 kilometers per hour in the area for at least 36 hours, with possible very light to no damage to high-risk structures. Strong breezes will also be experienced to near gale conditions over the Kalayaan Islands as Vicky approaches the area.

At 4 am, Vicky was 195 km west northwest of the city of Puerto Princesa, Palawan or 340 km east of Kalayaan, Palawan. The tropical depression had winds of 55 kph and gusts of up to 70 kph.

Vicky is expected to leave the country in the afternoon or evening. It is also seen to intensify into a tropical storm in the next 24 hours.

Meanwhile, gusty conditions are likely to be experienced in most of Luzon, especially the coastal and mountainous areas due to the increased northeast monsoon.

The combined effects of a frontal system tail and Vicky will bring moderate to heavy rains, sometimes heavy, over the continental valley of Cagayan, Apayao, Kalinga, the mountain province, Ifugao, Aurora, Quezon, the Bicol region and the Kalayaan Islands.

The same weather systems will bring light to moderate rains with heavy rains at times over Metro Manila, Babuyan Islands and the rest of the Cordillera Administrative Region, Central Luzon, CALABARZON and MIMAROPA.

Authorities reported last Saturday that two people died in a landslide in Leyte and three people drowned in Surigao del Sur due to Vicky’s onslaught.

Vicky is the 22nd tropical cyclone in the Philippines for 2020. It made landfall for the first time in Banganga, Davao Oriental on Friday afternoon and in Puerto Princesa, Palawan on Saturday night.
