Duterte had already allowed health workers with contracts sealed as of August 31 to leave the Philippines.

Previously, only healthcare workers with complete documents as of March 8 were exempt from the overseas deployment ban.

“This is not really to offend our health workers, doctors, nurses who want to go abroad to earn good money. I have nothing against you, ”Duterte said in a recorded speech, partly in Filipino.

“I hope that others have the spirit and fervor to serve the Filipino people because we also need help and we also have a crisis to deal with. I am not looking down on you. I respect all of you, “he added.

“For those who want to go out, it is already allowed. But those who stayed behind, I hope they stay longer. After all this COVID-19 passes, it will happen. I’m sure of it. As I told you before, the COVID vaccine, ”he continued.
