Solon on Leonen’s impeachment: newspaper reports ‘will not stand’ as evidence

MANILA, Philippines – Newspaper reports, which were cited in the impeachment lawsuit against Associate Supreme Court Justice Marvic Leonen, cannot serve as evidence in any administrative proceeding as the case presented could be dismissed, said the Thursday the vice president of the House of Representatives, Rufus Rodríguez.

“The newspaper reports will not be kept in any process, in any judicial and administrative process like ours. There must be clear and direct testimony and there must be testimonial evidence and documentary evidence, ”Rodríguez said through the ABS-CBN news channel when asked about the use of a newspaper column as evidence in the impeachment complaint against him. “Administrative procedures like these require substantial evidence. There must be substantial evidence emerging from the complaint and if there is none, it will be dismissed, “he added.

In the impeachment lawsuit, Leonen is alleged to lack integrity by failing to file his Assets, Liabilities and Net Worth (SALN) returns. The complaint cites a newspaper column that claimed Leonen did not file his SALN for 15 years.

The impeachment case was brought by Edwin Cordevilla of the Philippine League of Good Governance Defenders, who was assisted by attorney Larry Gadon.

Leonen’s case was also supported by the representative of the second district of Ilocos Norte, Angelo Marcos Barba.

Impeachment hearings against Leonen will begin in 2021, Rodríguez said previously.
