CEBU CITY, Philippines – Cebu City Mayor Edgardo Labella has ordered another intensified campaign to rescue and bring home the homeless who roam the city.

Labella’s order came amid the Cebu City Police Office (CCPO) request to impose tougher fines against mendicants on the streets following reports that street dwellers keep returning after each rescue.

“We seem to know they have houses here. One was even surprised with 14,000 pesos. Maybe they are a union, ”said the mayor.

He has instructed the CCPO to investigate this matter and track down these unions to find out if they are responsible for putting children on the streets to beg.

Since the additional sanctions require a change to the current ordinance and legislation, which the CCPO has recommended to the City Council, Labella said rescue operations will need to be intensified.

The Misa de Gallo season has also put pressure on police and the Prevention Restoration Orders Improvement and Beautification (PROBE) team to rescue the homeless.

“If they keep coming back, they will keep rescuing. Let’s see who stops them. “If they keep coming back, we will keep rescuing them. We’ll see who gives up,” the mayor said.

The city government discourages people from giving alms to beggars to dissuade them from also returning to the streets to beg. These individuals can be reported to the city government for rescue. / rcg
