Quality control task force drops charges against fish seller and contemplates suspending officers in viral attack

MANILA – Quezon City Task Force Discipline withdrew its complaint against a fish vendor accused of violating quarantine protocols, as it recommended the suspension of tagged officers in his beating, whose videos recently went viral.

In a statement released Wednesday, the Quezon city local government said it has issued just cause orders that require personnel involved in the incident to explain their actions.

Rannie Ludovica, head of the city’s Disciplinary Task Force, has ordered the withdrawal of the complaint against Michael Rubuia. He also recommended that the officers involved in his mauling be preemptively suspended pending an investigation.

Rubuia, currently detained, will also be released to the Quezon City Drug Treatment and Rehabilitation Center after her positive drug test result.

Likewise, the local government assured the public that all the needs and rights of Rubuia as a detainee will be respected.

“The city of Quezon regards the human rights of its citizens as paramount, and any violation thereof will not be permitted or tolerated,” the statement said.

Viral videos showed at least five men trying to drag Rubuia, 38, out of having no quarantine passes and a mask while selling fish on Panay Avenue on Monday afternoon. One of the Disciplinary Task Force staff members could be seen hitting Rubuia’s hands and feet with a stick.

Rubuia maintained her innocence, saying she refused to go with the task force staff because she did nothing wrong.

The incident sparked outrage on social media, and netizens reported violent acts by city government officials.
