Construction work on facilities for the health sector, water services, emergency repairs, flood control and other rehabilitation and disaster risk reduction programs is now allowed in areas under Enhanced Community Quarantine (ECQ), Malacañang announced Saturday.
In a virtual press conference broadcast by the state PTV4, Roque said that the Inter-Agency Task Force (IATF) on Emerging Infectious Diseases amended the general guidelines on the implementation of community quarantine in the Philippines to allow such infrastructure projects to advance amid of the coronavirus disease pandemic 2019 (Covid-19).
“Pupwede na po ang mga private on public construction projects, infrastructure projects on the ECQ (public and private construction projects, infrastructure projects are now allowed under the ECQ),” said Roque.
He said that the allowed construction projects were considered “priority”, therefore they have been given the green light even under ECQ.
Construction projects for quarantine and isolation facilities for supervised individuals, suspected and confirmed Covid-19 patients, facilities for construction personnel performing emergency work, flood control, and other disaster risk and reduction programs, sewer projects , water service installation projects, digital works. they are among those allowed by ECQ, he added.
The government will also allow “priority” public and private infrastructure projects related to manufacturing, such as food subcontracting, agriculture and business processes, according to Roque.
He also said that construction workers accredited by the Department of Public Works and Highways were now allowed to return to their respective jobs in areas under ECQ.

The IATF will meet again on Monday, May 11, before presenting its recommendation to President Rodrigo Duterte on quarantine measures to be applied after May 15.
