President Rodrigo Duterte approved the Philippine Identification System (PhilSys Act), or Republic Act No. 11055, in August 2018. The PhilSys Act aims to harmonize and integrate various government IDs by creating a single system of national identification.

The undersecretary of the National Economic and Development Authority (NEDA), Rosemarie Edillon, explained that the pre-registration means that they will collect the applicant’s information on social demographics.
