CEBU CITY, Philippines – Cebu City police plan to file cases against the owners of the shoe store in Barangay Lahug, which drew a crowd of around 1,000 in its vicinity on November 11, 2020.
Police Colonel Josefino Ligan, director of the Cebu City Police Office (CCPO), said the store owners could be criminally liable for failing to control the crowd while conducting a 11/11 sale.
“We are contemplating the presentation of a case … criminal case … against the owners for violating article 151 (disobedience to authority) in relation to the EO (executive order) issued by the city government,” Ligan said in a mix of Cebuano and English.
“They could not control the crowd and it is a clear manifestation that they violated (the EO),” he added.
The city government has ordered that social distancing be observed in public places while the town is under modified general community quarantine.
Since September, Cebu City has been placed under Modified General Community Quarantine (MGCQ), the most relaxed form of community quarantine.
Ligan also advised other establishments in the city not only to properly plan their promotional events in advance, but also to coordinate with local law enforcement agencies.
“A system has been put in place on how to address this pandemic … They should have coordinated with the local authorities if they plan such an event,” Ligan said.
“If possible, they should petition the security forces for ang mga tawo di magdasok (so that people don’t create a large crowd),” he added.
The store, located on Sanson Road, Barangay Lahug, was closed indefinitely by the city’s Business Processing and Licensing Office (BPLO).
In addition to violating health protocols, the Cebu city government discovered that he was operating without a business permit and that his application is still being processed.
The Central Visayas Department of Commerce and Industry (DTI-7) also reported that the establishment was unable to obtain the necessary permits to hold sales events. / rcg
