MANILA – The brutal killing of unarmed civilians by a police officer in Tarlac province will not spur any change in the Philippine National Police (PNP) as previous reforms have been implemented, its spokesman said Tuesday, saying the incident of the The shooting was isolated and will not dampen the “best intentions” of the police.

Usana maintained that Nuezca’s action, which it described as abominable, does not represent the 221,000 police officers.
He said the PNP had already fired some 4,800 of the 16,800 police officers facing various administrative cases.
“We have had this number of cases involving roving policemen … they are all fired from duty. If they stay on duty longer, the PNP itself may be in [the] wrong, “Usana said.
“But in this case, we won’t waste another minute for them to stay on duty because they don’t deserve to be policemen at all.”
The police officer also emphasized that the PNP had long instituted various programs to clean up its ranks. The organization is also open to complaints filed by anyone who may have been wronged by police officers, he added.
“The act committed by Nuezca will not tarnish the best intentions of our police officers for having made all efforts in the service of our people,” Usana said.
Due to a dispute over a holiday noisemaker, Nuezca shot and killed mother and son, Sonia Gregorio, 52, and Frank Anthony Gregorio, 25, in Paniqui, Tarlac on Sunday afternoon.
The incident was captured on video and went viral on social media, sparking widespread outrage, with netizens calling on authorities to stop the killings, using the hashtag #StopKillingsInPH.
Nuezca, who is assigned to the Parañaque city police crime lab, turned himself in to authorities and has been charged with 2 counts of murder.
The police force has often faced criticism for its officers’ alleged involvement in assassinations, particularly in the war on drugs, and human rights groups have pointed to impunity among those in power. The PNP has denied being behind summary killings in the anti-drug campaign, saying the murdered drug suspects resisted violently, prompting officers to defend themselves.
