PNP presents raps vs cops, officers in shooting in Jolo

MANILA, Philippines – Administrative charges have been brought against three senior police officers in Sulu province and nine of their men for the murder of four army intelligence officers in Jolo two months ago.

The officers: Lt. Col. Michael Bawayan Jr., Sulu Police Director; Major Walter Annayo, Jolo Police Chief; and Captain Ariel Corcino, head of the provincial drug control unit, were charged with gross negligence of duty under the command responsibility doctrine, said Gen. Camilo Pancratius Cascolan, head of the Philippine National Police, at a press conference Monday at Camp Crame, Quezon City. .

According to Cascolan, the PNP Internal Affairs Service (PNP-IAS) also filed administrative charges against nine policemen who were named defendants in a criminal case for murder and evidence placement presented by the National Bureau of Investigation (NBI) in the Department. of Justice. in connection with the death of four Army soldiers in Jolo on June 29.

Major Marvin Indammog and Captain Irwin Managuelod, members of the 9th Intelligence Unit of the 11th Infantry Division, were shot dead by policemen in the walled city of Barangay in Jolo; Cpl. Abdal Asula; and Sgt. Jaime Velasco.

Soldiers were chasing suspected suicide bombers in the capital of Sulu when they were accosted by police officers at a checkpoint.

During a hearing held by the Senate committee on public order and dangerous drugs last month, officers said the soldiers were killed in a shooting despite eyewitness accounts.

Restrictive custody

The respondents named by the NBI in the criminal case were Senior MSgt. Abdelzhimar Padjiri, MSgt. Hanie Baddiri, Staff Sergeants Iskandar Susulan and Ernisar Sappal, Cpl. Sulki Andaki and Pat. Moh Nur Pasani, all from the Jolo police station; and Staff Sgt. Almudzrin Hadjaruddin, Pat. Alkajal Mandangan and Pat. Rajiv Putalan, all from the Sulu drug control unit.

The nine police officers were taken into the restrictive custody of the PNP headquarters support service unit and “are available to face an investigation by the panel of summary hearing officers who will determine probable cause to take new administrative measures in their against, “said Cascolan.

“I am giving the PNP-IAS (a) free hand in the exercise of its mandate to determine the administrative responsibility of the personnel and impose the appropriate sanction as prescribed in the PNP regulations,” he said.

He assured that the 12 defendants in the administrative case would be granted due process.
