MANILA – Metro Manila’s controversial police chief, Major General Debold Sinas, “deserves” a promotion, the new chief of the Philippine National Police said on Wednesday, reflecting on movements at the 200,000-strong police agency.

Lieutenant General Camilo Cascolan, who was appointed head of the PNP this month, said he was considering recommending the promotion of 5 officers to 3-star generals.

Sinas “has done good things,” Cascolan told ANC.

“We have to evaluate him properly. The guy also deserves an evaluation and, of course, a promotion as well,” said the head of the PNP.

“I think he has to be in the Personnel Directorate or in a position that is for the majority especially for him … He is an expert very especially when it comes to staff training and recruit training,” he added.

In May, Sinas sparked public anger over a pre-dawn birthday morning or serenade at the Bagong Diwa camp in Taguig City that allegedly violated the 10-person limit on gatherings to prevent the spread of the new coronavirus. President Rodrigo Duterte refused to fire Sinas, even when Luzon was, at the time, still under strict lockdown.
