MANILA, Philippines – Two senators on Saturday expressed concern over the violent arrest of a vendor in the city of Parañaque by members of a city task force, as seen in a video that went viral online.
The viral video showed more than five members of the Parañaque City Task Force aggressively arresting the vendor, after he apparently failed to deliver his “kariton” (hand cart).
Senator Panfilo Lacson, in a tweet, said that law enforcement should be merciful to the seller, who needs the wheelbarrow to make a living.
“Justice and the rule of law must prevail, but there is nothing wrong if mercy can invalidate justice.
That poor seller’s ‘kariton’ may be your family’s only lifeline. I’m doing something about it, ”Lacson said, reacting to the video.

Sen. Nancy Binay, for her part, stressed that the agents should have helped the seller instead of using force.

Since the enhanced community quarantine was imposed in mid-March last year, several incidents of human rights abuse by local government officials and the police had been reported. The abuse incidents reportedly occurred when law enforcement agencies implemented health standards to contain the spread of Covid-19.
