Metro Manila (CNN Philippines, October 27) – Local officials declared a state of calamity in Oriental Mindoro due to the massive destruction left by Typhoon “Quinta”, which reached more than $ 1 billion in damage to agriculture in the province alone.
Lieutenant Governor Antonio “CA Jojo” Pérez shared the signed resolution of the declaration of the state of calamity on his Facebook page on Tuesday. It indicated that one person died and more than 9,000 were housed in 111 evacuation centers, according to the Provincial Office for Disaster Risk Reduction and Management.
The resolution would allow access to relief funds for the local government to provide immediate assistance to affected residents.
Meanwhile, the Department of Agriculture (DA) also reported agricultural damages worth $ 401.73 million in the Ilocos, Calabarzon, Bicol and Western Visayas region. Of these areas, 16,531 farmers and 20,568 metric tons of crops such as rice, corn, high-value products, fishing and livestock were affected in 14,252 hectares of agricultural areas. Irrigation and facilities were also damaged, the department said.
DA ensured that assistance was provided to farmers in the form of rapid response funds for facilities, loans, bags of rice, and corn and vegetable seeds.
In Camarines Sur, the Office of Fisheries and Aquatic Resources also reported that millions of tilapia died in Lake Buhi during the typhoon.
The agency reported that an initial value of $ 2.1 million worth of fish, or 20 metric tons, in the lake was lost due to the storm. After examining samples of the water, the office found that their ammonia level exceeded the normal range and their dissolved oxygen was too low, which may have caused the fish to die.
Officials surmised that the strong gusts from the typhoon caused seiches, or “lake waves,” that may have removed organic matter and particulate matter from the bottom of the lake. For reference, the BFAR said that the ammonia in the samples ranged from 7.58 to 10,679 milligrams per liter when the “tolerable” range is only 0.05 mg / L or less.
