MANILA – The National Telecommunications Commission on Thursday recalled the frequencies assigned to ABS-CBN, which it said was “justified” in the absence of a legislative license.
“The denial of the defendant’s request for franchise renewal by Congress, along with the denial of the defendant’s request by the Supreme Court, lead to no other conclusion, except that the defendant had already lost the privilege of install, operate and maintain broadcasting stations in the country, “the NTC said in a decision released to the media on Thursday.
“Consequently, without a valid legislative license, the withdrawal of the frequencies assigned to the defendant is justified,” said the decision dated September 9.

ABS-CBN’s broadcast franchise expired on May 4. Its free radio and television channels went off the air on May 5 following a cease and desist order from the National Telecommunications Commission.
The chain’s offer for a new 25-year-old franchise was rejected by the House Legislative Franchise Committee despite the position of various government agencies that the company has complied with various tax, business and labor laws, including others.
On August 25, the full Supreme Court also voted to dismiss ABS-CBN Corp.’s petition to stop the closure order issued by the National Telecommunications Commission (NTC) in May.
All provisional authorities, certificates of public convenience granted to ABS-CBN were also “revoked / canceled,” the NTC said.
Fitch Solutions previously called the shutdown “highly politicized.”
Since the shutdown, thousands of employees have been laid off and departments eliminated, including its regional operations.
