MANILA, Philippines – The Drug Control Units of the Philippine National Police (PNP) will closely monitor so-called “ninja policemen” and narco-police, newly appointed PNP police chief Gen. Debold Sinas revealed on Tuesday.
“In the campaign against illegal drugs, we will revitalize different Drug Control Units to focus their operations on anti-illegal drugs, on the capture of high-value targets or individuals, and on the identification and neutralization of ninja and narco police. remaining, even [their] associates and associated networks, ”Sinas said in a speech upon officially assuming office during the PNP Change of Command at Camp Crame, Quezon City.
“Ninja cops” is a tagged term for police officers involved in the alleged theft and resale of illegal drugs. It emerged in 2019 when a Senate hearing addressed the controversial 2013 anti-drug operation in Pampanga.
The former PNP police chief, General Oscar Albayalde, was implicated in the drug bust, which led him to resign.
In the DEU of the police force, only personnel who do not have “reported or suspected involvement in illegal drugs,” Sinas said.
“We will strengthen the competence of police officers in the area of anti-illicit drugs by equipping them with the appropriate knowledge, skills, training and equipment,” he also said.

Under his leadership, Sinas said that police personnel involved in corrupt acts would face immediate sanctions if found guilty.
“All staff are ordered not to play golf during office hours and to abide by [to] the president’s directive to comply with the ruling of government officials and employees against going to gambling casinos. Any member of the PNP involved in corrupt practices will be immediately investigated and removed from the police service. If he is found guilty under the PNP disciplinary mechanism, all in the corresponding court of law, ”said Sinas, who is also facing a case for quarantine violations due to the controversy in the morning.
Sinas also lobbied for administrative cases against errant police personnel to be quickly resolved by reinforcing “disciplinary powers” in the police organization.
“Administrative cases will be resolved adequately and immediately. Sanctions will be implemented to remove corrupt and undisciplined personnel from service, ”Sinas said.
“To speed up decisions [of administrative cases], we will empower the different levels of NHU commanders [National Headquarters Units], to the regional, provincial, urban and municipal police stations to exercise their disciplinary powers and ensure that all administrative cases are resolved, ”said Sinas, a former Metro Manila police chief.
Efforts against crime
The senior chief of the police force also sought an increase in police visibility for crime prevention efforts.
He said he would deploy most of his staff to do field work, while some will be assigned to administrative tasks.
“Regarding the crime campaign, police visibility will be strengthened at 15 and 85 [percent] implementation schemes in which 15 percent will be deployed to perform administrative functions and 85 [percent] it will be in the field for more focused police operations, crime prevention, patrolling and police visibility, ”said Sinas.
“This is to maximize the presence of police in the street reducing street crime and improving the efficiency of crime resolution,” he added. [ac]
