More businesses in GCQ areas are authorized to operate 100%; hairdressers, salons at 75%

MANILA, Philippines – Several businesses in areas under general community quarantine (GCQ) can now operate at 100 percent capacity as the government further reopens the economy hit by the COVID-19 pandemic.

In a memorandum circular issued on Friday, the Department of Commerce and Industry (DTI) said that Category II and III business establishments or activities in areas located under GCQ can now operate at full capacity.

Meanwhile, hair salons and salons can now operate at up to 75 percent of their capacity.

The following are Category II and III business establishments or activities:

1. Mining and Quarries (national);

2. Other financial services (eg, currency exchange, insurance, reinsurance, loan companies and non-mandatory pension funds);

3. Legal and Accounting;

4. Management consulting activities;

5. Architecture and Engineering Activities; Technical testing and analysis;

6. Scientific and research development;

7. Advertising and market research;

8. Computer programming (such as software writing, modification, testing and support, computer systems planning and design), information services activities (such as data processing and hosting activities) and other related activities;

9. Publishing and printing services (such as printing of newspapers, magazines and other periodicals, books, brochures, manuscripts, posters, maps, atlases, advertising catalogs, leaflets, etc.) printing directly on textiles, plastic, glass, metal, wood, and ceramics);

10. Film, music and television production;

11. Recruitment and placement agencies for jobs abroad;

12. Other services such as photography services; fashion, industrial, graphic and interior design;

13. Wholesale and retail trade of motor vehicles, motorcycles and bicycles, including their parts and components;

14. Repair of motor vehicles, motorcycles and bicycles (including vulcanization shops, battery repair shops, car repair shops, car washes);

15. Malls and shopping centers (non-recreational only), further subject to the relevant guidelines issued by DTI;

16. Wholesale and retail establishments not related to leisure (in shopping centers or otherwise), such as: a. Hardware stores; second. Clothes and accessories; C. Bookstores and stores of school and office supplies; re. Baby or infant care supply stores; me. Pet stores, pet food and pet care supplies; F. Computer, communications and electronic equipment; gram. Florist, jewelry, novelty, antiques, perfumeries; h. Toy store (closed playgrounds and entertainment area); me. Music stores; j. Art galleries (sale only); and k. Establishment of trade in firearms and ammunition.

17. All other public and private construction projects, further subject to strict compliance with the construction safety guidelines issued for the implementation of infrastructure projects during the COVID-19 pandemic by the Department of Public Works and Highways; Y

18. Barbers and salons

As for restaurants and food establishments, they are now allowed to operate beyond 50 percent of their capacity subject to physical distancing, according to the DTI memo.
