The battle cry of the Department of Education (DepEd) “Sulong Edukalidad” adheres to the Continuity of Learning Plan of Basic Education for the 2020-2021 school year, which was approved by the Inter-institutional Working Group for the Management of Infectious Diseases Emerging on May 11 – initially announcing the opening of classes on August 24 but moving it to October 5 due to the alarming increase in the number of people infected with Covid-19.

The pandemic, as the DepEd noted, has brought changes in the lives and activities of the human race around the world in ways that were never imagined or expected. The unprecedented situation created challenges and opportunities for different sectors of the community and society.

Face-to-face interactions and social gatherings are limited, so DepEd, with its primary goal of providing quality and accessible education to Filipino students, strongly reiterates that education must continue despite the pandemic. Therefore, distance education is implemented with the blended learning approach whereby students can learn from print, radio, television and online materials.

Distance learning refers to the mode of learning in which learning takes place between the teacher and the student, who are away from each other during the actual period of instruction.

This type of learning has three types, namely modular distance learning, online distance learning, and television / radio-based instruction. Modular distance learning enables learners to use self-study or SLM modules in print or digital format.

Online distance learning, on the other hand, features the teacher facilitating learning that would encourage active student participation using various learning platforms and technologies accessed on the Internet, such as Google Meet, Zoom, and Microsoft Teams, among others. Meanwhile, television / radio-based instruction uses self-study modules converted into video lessons for television-based instruction or radio scripts for radio-based instruction.

Blended learning is a learning modality that enables a combination of face-to-face and distance learning online, face-to-face and modular learning, face-to-face and TV / radio-based instruction, and face-to-face learning. and a combination of two or more types of distance learning.

Since face-to-face instruction is discouraged until a vaccine is available and the population is vaccinated, blended learning features the combination of two or more learning modalities.

Many assumptions have been made about the possibilities of challenges and difficulties in the adoption of learning modalities, such as the lack of commitment and the lack of sense of connection with the students in addition to taking into consideration the proximity in the delivery of printed materials and that of accessibility and internet connectivity.

It is a noble right of every Filipino to have access to quality education in the midst of the crisis our country and other nations are facing, so education among Filipino students must continue to guarantee health, safety and security at the same time. the welfare of all students, teachers, and education staff.
