MANILA, Philippines – The president can appoint an angel or even Lucifer to any government position if he wishes, Senator Panfilo Lacson said Friday.
This, since he was asked for a comment on the appointment of former senior superintendent of the police Cezar Mancao II as head of the cybercrime center of the Department of Information and Communication Technology (DICT).
Two words: presidential prerogative. The president can appoint an angel, the president can appoint a demon, the president can even appoint Lucifer to any government position that is quite appointed presidential, ”the senator said in an interview on the ABS-CBN news channel.
“That’s all I can say. It is a presidential prerogative, “he added.
It should be remembered that Mancao had previously testified against Lacson about his alleged involvement in the kidnapping and murder of publicist Salvador “Bubby” Dacer and his driver Emmanuel Corbito in 2001.
But Mancao retracted his testimony against Lacson and apologized for implicating the latter and former President Joseph “Erap” Estrada in the Dacer-Corbito double murder case.
Lacson, who was acquitted of any responsibility in the double murder by the Court of Appeals – the sentence was later confirmed by the Supreme Court – previously said that he had already pardoned Mancao and the others who accused him of perpetrating the killings.
