In a statement, DOTr said that the Motorcycle Taxi Technical Working Group (MC Taxi TWG) decided to grant JoyRide a provisional authorization to operate.

This provisional authority is valid from November 24 to December 9, DOTr said.

The DOTr said the motorcycle transport company may operate “pending discussions on the mandatory use of thermal scanners to accurately detect if the passenger has a fever.”

“Once Joyride can fully comply with the requirements, MC Taxi TWG will issue them a Certificate of Compliance,” said DOTr.

Apart from JoyRide, MC Taxi TWG also granted provisional authorization to another motorcycle transport company, Angkas.

In October, the Interagency Working Group on the Management of Emerging Infectious Diseases (IATF) allowed the resumption of the mototaxi pilot study.

This study, which expired shortly after the blockade across Luzon, aims to measure whether motorcycle taxis were suitable for public transportation, as it is currently prohibited under the Traffic and Land Transportation Code or Republic Law No. 4136. The pilot study expired in April.
