Congratulations to the 2,103 applicants selected for the 2019 Bar Association exams, and their loved ones, law professors, and schools! The new attorneys begin their journey, as advocates of law and justice, in extraordinary time. It is unclear how they will be sworn in as attorneys and sign the List of Attorneys under the current state of national emergency. They cannot practice law without meeting the above requirements.

In fact, no COVID-19 pandemic (coronavirus disease 2019) does not affect any institution, entity or person here and in other parts of the world. We all have to adapt, innovate and develop resilience if we want to survive this crisis. The Supreme Court is not an exception.

In addition to closing all courts and allowing electronic filing of criminal complaints or information and posting of bail, the Supreme Court, up to the President of the Court of 2020, Supreme Court Justice Marvic Leonen, announced the postponement of exams from this year to 2021, and the regionalization of the Bar Examinations in force next year, to be held in Manila and, in addition, in the city of Cebu.

The decentralization of the Bar Association exams is a dream come true for many of the provinces for economic and psychological reasons. Congratulations to the defense of law students and deans of law schools, many of which are based in Cebu, and other places in the Visayas and Mindanao, including my brother, former dean of the University Law School Cebu Baldomero Estenzo, as unconditional defenders, so that this vision is a reality.

Other licensing exams conducted by the Professional Regulation Commission had long been regionalized, thanks to technology. Take advantage of its benefits a long time ago.

It is not easy to imagine how we could face the uncertainty that arises from the quarantine and pandemic, and continue to connect with family, friends and colleagues, without innovation through information and communication technologies (ICT).

Non-governmental organizations had been using ICTs for a long time, as well as the private sector, to promote their respective promotion. Social networks greatly help to create awareness and action on the part of our citizens.

The rise in popularity of MS teams, Zoom as platforms for virtual meetings and online forums attest to their ever-evolving widespread acceptance.

The Department of the Interior and Local Government had begun the practice of sharing draft memoranda circulars on its website for public comment. It also compiled best practices among local governments as models that can be emulated by local authorities.
