CEBU CITY, Philippines – Cebu City Basak San Nicolas Barangay Captain Norman Navarro will try to appeal the six-month suspension imposed on him by the Department of the Interior and Local Government (DILG) due to allegations about the distribution of the Special Improvement Program (SAP) .

Navarro told CDN Digital that he was contacted by the Criminal Investigation and Detection Group (CIDG) around May 2020 because his name appeared on his barangay’s SAP list.

However, he has already explained to them that another person, who has the same first and last name as him, but a different middle name, was actually the recipient.

“I do not understand why there is this suspension because I did not explain it to the CIDG. I was even confronted by the resident who received it, ”Navarro said.

(I do not understand this suspension because I already explained it to the CIDG. I even introduced them to the resident, who received the assistance).

Navarro has not officially received the suspension orders from DILG, but said he was already in contact with his attorneys for a possible appeal.

He said that he would try to appeal as he couldn’t give up without a fight when he knew he was innocent.

As of now, you are waiting for the suspension order so you can file your formal appeal.

The Ombudsman’s Office, in an order dated September 2, 2020, said that “the evidence in the record shows that the guilt of these punong barangays is strong and the charges against them involve Serious Dishonesty, Serious Misconduct, Abuse of Authority and Prejudicial Conduct in the Best Interest of the Service, which may justify the elimination of the service “.

The Ombudsman argued that the permanence of these barangay chiefs in office could harm the case presented against them “[so] Placing them under preventive suspension for a period of six (6) months in accordance with Republic Law No. 6770 is appropriate under the facilities. “

Navarro is among the five barangay chiefs in Cebu to be placed on preventive suspensions, including Patricio G. Soco, Barangay Alang-alang, Mandaue City, Cebu; Ulysses Raganas, Barangay Linao, Talisay City, Cebu; Zosima P. Rojo, Barangay Upper, Natimao-an, Carmen, Cebu; Ignacio Cortes II, Barangay Centro, Mandaue City, Cebu./dbs
