MANILA, Philippines – President Rodrigo Duterte received information about Typhoon Ulysses and the rescue operations underway in the city of Marikina, which suffered severe flooding, Defense Secretary Delfin Lorenzana said Thursday.

“I just came from the Palace. I informed him of what our troops in Marikina are doing saving people from the rooftops, ”he told reporters.

Residents sought higher ground, while others were trapped on their rooftops due to rising waters from uninterrupted rains.

The flooding in Marikina caused by Typhoon Ulysses brought back memories of Tropical Storm Ondoy, which hit Metro Manila and parts of Luzon in 2009, bringing rainfall for a month.

The water level in the Marikina River topped the Ondoy Peak on Thursday morning. In 2009, the water level rose to 21.5 meters.

But at 11 a.m., the water level in the Marikina River registered at 22 meters.

The #NasaanAngPangulo hashtag was trending again Thursday when Duterte joined a video conference at the 37th Association of Southeast Asian Nations Summit, a gathering of regional leaders.

Some netizens were searching for the president, who was absent during a high-level public briefing on Super Typhoon Rolly, the strongest cyclone in the world this year.

Typhoon Ulysses, although not as strong as Rolly, brought torrential rain and destructive winds, leaving parts of Metro Manila and Luzon submerged in water.

Lorenzana, who is also the president of the National Council for Disaster Risk Reduction and Management, said there was “enormous damage” and “totally flooded towns” in Metro Manila and nearby areas.
