Frontline employees working in government medical facilities will receive an additional active risk pay and risk allowance during the novel coronavirus disease (Covid-19) pandemic.
On Monday, President Rodrigo R. Duterte signed two administrative orders that provide additional compensation to employees, who are at high risk of exposure and infection from Covid-19.
In his Administrative Order (AO) No. 35, the President authorized the granting of an Active Service Payment for Risk, which will not exceed P3,000, for Health Resources for Health (HRH), who will appear physically to work during the pandemic.
This will be in addition to the payment for dangerous living conditions, payment for dangerous services, risk allowance, special risk allowance or other similar benefits that they are already receiving.
Duterte also issued AO No. 36, which provides a special risk allowance (SRA), not to exceed P5,000, to public and private health workers, who directly care for or are in contact with Covid-19 patients. during the state of national emergency. .
The AHDP or SRA that skilled workers will receive will be prorated based on the number of days they physically show up for work in a month.
Beneficiaries of both benefits include civilian employees who hold regular, contractual or occasional positions, either full or part time; and workers hired by service contract (COS) or work orders, including duly accredited registered barangay health workers (BHW).
Those exempted from AHDP or SRA payment are consultants and experts hired for a limited period of time to carry out specific activities; workers hired and paid piecework; student workers and apprentices; and individuals whose services are contracted through COS or JO, who are not assigned to hospitals, laboratories, or medical or quarantine facilities.
Funding for both benefits will come from the P13.5 billion allocated under the Bayanihan to Recover as One Act (Bayanihan 2).
AO 35 and 36 will come into force immediately after their publication in the Official Gazette or in a newspaper of general circulation.
