The Bacolod City Council approved a resolution requesting the Department of Social Welfare and Development (DSWD) to accelerate the release of the second remaining tranche for the more or less 20,000 beneficiaries of the Social Improvement Program (SAP) and the former Pilipino Program of Pantawid Pamilyang ( 4P) dependents in the city of Bacolod.
The resolution, by the councilor Simplicia Distrito, was approved during the regular session of the City Council this Wednesday, September 16, 2020.
District previously said that most SAP recipients have already received the second tranche of assistance, either during payments at barangays or through digital payment stores.
“Despite the same, more or less 20,000 beneficiaries are still unable to receive such financial assistance and the Department of Social Services and Development (DSSD) advised them to inquire in their respective barangay halls about claim hours,” he said.
On September 7, the National Inter-Institutional Working Group (NIATF) issued Resolution No. 69-A that placed the city of Bacolod under Modified Enhanced Community Quarantine (MECQ) from September 8 to 30 due to the increase in disease due to coronavirus (Covid-19) cases. Mayor Evelio Leonardia also issued Executive Order No. 60 pursuant to the resolution.
District said the MECQ statement in the city worried those who have not yet received the assistance if and when it will be released, considering they urgently need the money for their livelihood.
She said that most of them even expressed their feelings to their employees and even some members of the City Council who also trust the information provided by the DSSD regional office.
“It has been observed that the majority of these beneficiaries awaiting the release of such assistance are among the poorest of the poor, unemployed and marginalized who already suffered so much during the pandemic. Therefore, this august body appeals to the regional office from DSWD to possibly accelerate the launch of SAP to help them, “he added.
