The Secretary of Public Works, Mark Villar, ordered the live broadcast of the bids for infrastructure contracts to comply with President Duterte’s order to all agencies to publish all information about the procurement processes online.

In his Departmental Order No. 105-2020 published on Sunday, Villar said that official meetings related to acquisitions should be broadcast through official websites and social media platforms “to avoid irregularities.”

“[Implementing offices] will broadcast live, through its official websites and / or social media platform, the procurement process, provided that the relevant committee / body must convene / meet, ”said Villar.

He said authorized observers should be allowed to monitor recruitment procedures online.

Villar also told the executing offices to post on their official websites or social media platforms, or both, the details of the contract awarded, such as the name of the project, the approved budget, the contract period, the name and the winning bidder’s address, the amount of the contract awarded, date of award and acceptance, and the implementation office.

Details of contracts worth at least P50 million must also be published in a newspaper.

Since September, contractors can submit bids by email. INQ
