MANILA, Philippines – Foreign Secretary Locsin Jr. promised Wednesday that the mistreatment of a Filipino domestic helper by a Filipino ambassador will be addressed “to the full extent of the law.”

In a series of tweets, Locsin said that the Department of Foreign Relations (DFA) will be “firm in imposing sanctions and the corresponding administrative or criminal charges” on the Philippine ambassador to Brazil, Marichu Mauro, if the results of the investigation into the matter required the following such.

“[T]The DFA’s response on this matter will be severe to the fullest extent of the law, especially when it comes to a high-ranking DFA official who sets the example to ensure matters like these will never be tolerated, ”said the chief of External relationships.

“Under my leadership, the DFA will not tolerate in any way actions by any of its officers or rank-and-file personnel that go against our core mandate, which is the promotion and protection of the well-being of all Filipinos abroad,” he added.

On Monday, Locsin remembered Mauro after she was caught on video mistreating her Filipino domestic worker.

“The withdrawal of the Philippine ambassador to Brazil, March Mauro, will allow the DFA to carry out an expeditious and thorough investigation into the incidents of physical abuse perpetrated by her against her home staff, as shown in CCTV footage recently broadcast by a Brazilian news team, “Locsin said.

“But first the DFA will get the authority from the Office of the President to proceed as one young lawyer reminded us all or it will be a futile exercise,” he added.

Policy review

Locsin also said the DFA is reviewing the policy of allowing Filipino diplomats to take with them Filipino domestic helpers from the Philippines rather than hiring them locally in their overseas positions.

“Let me reiterate that the Department of Foreign Relations is paying its utmost attention to this matter, true to its primary mission of protecting the rights and promoting the well-being of Filipino workers abroad,” he said.

“All of our diplomats are held to an even higher standard by virtue of the mandate of their profession, among other things to be the face of our compassionate country and their sworn commitment to public service,” Locsin added.
