MANILA, Philippines – Senate President Vicente Sotto III insisted Thursday that the sudden decision of an anticipated breakdown of Congress in the House of Representatives delayed the approval of the 2021 national budget for a month.

“Do not be fooled. The HOR (House of Representatives) has delayed the budget for a whole month. No one can blame the Senate for this delay. NEVER! “Sotto said in a tweet.

Sotto’s pronouncement comes after President Alan Peter Cayetano said it would be the Senate’s fault if enactment of the $ 4.5 trillion budget was delayed.

“Someday lang po ang diperensya and I hope that maging malinaw ito because kung magkakaroon po ng demo ng demo ng reactment, it will be for the Senate, not for the Chamber, because we are only talking about a day,” Cayetano said on a live Facebook on Wednesday.

Previously, senators warned of a re-enacted budget for 2021 after Cayetano and his allies decided to abruptly suspend the House session before the lower house can present the approved spending bill to the Senate.

Sotto and Senator Panfilo Lacson said this sudden movement by the House could delay the approval of the budget by a month.

“A month late na, Hindi pa sila passed in third reading (they did not pass the third reading),” Sotto reiterated in a separate Viber message to journalists.

Amid the bustling line of speakers, the House of Representatives approved the proposed national budget at second reading on Tuesday and decided to suspend the session until November 16.
