MANILA, Philippines – For 1-PACMAN party representative Michael Romero, former President Alan Peter Cayetano was ousted by a majority of House members even before he resigned on Tuesday.
Romero said Cayetano was overthrown on October 12 when the president’s position was declared vacant and 186 lawmakers voted to elect Marinduque’s representative, Lord Allan Velasco, to head the lower house.
“On October 12 at 12 noon, 186 congressmen removed Alan Peter Cayetano as Speaker of the House of Representatives. On the same day, October 12, we elected — the 186 who make up the majority — all voted and elected President Lord Allan Velasco as the new Speaker of the House of Representatives, “Romero said in an interview with ABS-CBN News Channel on Wednesday. .
“The next day, October 13, Alan Peter Cayetano resigned, so I don’t think he resigned for what purpose because he was already dismissed the day before. I’m just being factual, ”he added.
Romero was the first victim in the line of speakers when he was stripped of his vice president position while Cayetano was still president of the Chamber.
The parliamentary member of parliament was a known ally of Velasco and even accompanied the latter during the meeting with President Rodrigo Duterte and Cayetano to settle the issue of oratory on September 29.
Velasco’s camp finally pulled the trigger when he held a session at the Celebrity Sports Club in Quezon City on October 12 and elected the Marinduque legislator.
The legality of this measure, however, was questioned by Cayetano, who described the session held outside House’s facilities as a sham.
On October 13, hours before the resumption of budget deliberations for the 2021 budget bill, 186 legislators also voted in favor of ratifying Velasco’s election for president to remove doubts about its legality.
Just minutes after Velasco’s speaker choice was ratified, Cayetano took to Facebook live and announced his “irrevocable resignation,” presumably ending the topic of public speaking.
In July 2019, President Rodrigo Duterte announced that a shared term agreement would be carried out between Velasco and Cayetano.
Under the agreement, Cayetano would serve as president in the first 15 months of the 18th Congress before being replaced by Velasco, who would hold the position for the next 21 months.
