The mayor of the city of CEBU, Edgardo Labella, on Friday, November 13, made this clear during a press conference at City Hall:
[1] If a city blockade is ever re-imposed, it will be “granular”, not for the whole city or even the whole barangay, and it will be limited to a house, a family or a place where the infected people are. [2] The mayor told “our people at EOC” (Emergency Operations Center) to get involved in “less talk and more work”; [3] It is the mayor who decides and has the “last word” on any closure, after consulting with the police, the Health Department, and barangay officials.Previously, Councilor Joel Garganera, deputy director of implementation of the Interagency Task Force that heads the city’s EOC, warned that if residents do not respect the health protocols against Covid-19 “we will be surprised to celebrate Christmas under ECQ.”
Labella said she will not take him against Garganera for speaking out about the crisis, as anyone, the mayor says, can express their opinion.
The councilman did not say or hint that he at the local IATF will decide and apparently gave the warning to help educate people on health standards and remind them “not to be complacent.” Communicating with the public is part of the job.
Mayor Labella himself gave the same advice at the press conference, minus the threat of a return to ECQ. But he made his point twice by emphasizing the authority to enforce the shutdown and the need for “less talk, more work” at EOC.
Most things are possible
Mayor Labella was asked if it was “possible” for the closure to return. The mayor must have suppressed his annoyance at the question, since most things in the world are possible. Perhaps an ECQ is unlikely although Garganera, who works closely against Covid-19, sees it as probable and, of course, possible.
Footwear and ‘bounce’
JS Footwear has vowed to “bounce back” after its opening on Wednesday, November 11, at its store along Sanson Road in Barangay Lahug made a thud or rumble.
It is closed indefinitely. The mayor ordered City Attorney Gealon to investigate the violations by the store owners who, before talking about bouncing and jumping, should face their legal problems with the City Council and the Department of Commerce and Industry.
As for the type of products they sell, the owners of the brands they allegedly mimic in the products they sell (eg “Adidos” for Adidas) may find a legitimate reason to complain.
Dondon: ‘most handsome’
Basketball star Dondon Hontiveros, who is the number one councilman in the southern district of Cebu City (161,347 votes to councilman Dave Tumulak’s 156,755 votes), was asked during the November 11 session of the City Council his comment on an issue, with Deputy Mayor President Mike Rama soliciting comments from Sanggunian members.
Before Hontiveros could respond, VM Mike, as he usually does, provided the comment. The counselor, seeing that Rama had just put words in his mouth, accepted them, saying that Mike has “more experience, more gwapo”. If he was on the court, he was returning the pass.
