President-elect Joe Biden said Tuesday that Donald Trump’s refusal to concede the US election was a “disgrace” that will reflect poorly on his legacy.

“I just think it’s a shame, frankly,” Biden said when asked what he thought about Trump’s refusal to acknowledge defeat in the November 3 election.

“How can I say this tactfully?” Biden told reporters in his hometown of Wilmington, Delaware. “I don’t think it will help the president’s legacy.”

When asked what he would say to Trump, if given the opportunity, Biden replied, “Mr. President, I look forward to speaking with you.”

But the Democratic president-elect played down the impact of Trump’s refusal to help with the transition to a new US administration.

“The fact that they are not willing to acknowledge that we won at this point does not matter much in our planning,” Biden said, looking toward his inauguration.

“I believe that at the end of the day, everything will come true on January 20, and between now and then, my hope and expectation is that the American people know and understand that there has been a transition.”
