Angkas has been granted provisional authorization by the government to resume operations of its motorcycle taxi services under the expanded pilot program.
The provisional authority granted to Angkas, according to Transportation Undersecretary Goddes Hope O. Libiran, will be valid until December 9.
Angkas must comply with operational requirements, such as the provision of insurance for both the driver and the passenger in case of accidents, as well as the mandatory use of thermal scanners before obtaining a certificate of compliance.
“The technical working group can issue a certificate of compliance before the provisional authority expires if it completes the requirements ahead of time. The certificate of compliance will give them authority to operate during the pilot study, ”said Libiran.
The other two players included in the study, JoyRide and Move It, have yet to meet the requirements of their own interim authorities.
To obtain a certificate of compliance, motorcycle taxis must present a letter to the technical working group signifying their compliance with the guidelines established by the government.
Upon receipt of the letter, the technical working group will conduct an inspection and assess whether the player complies.
If found to be in compliance, the technical working group will issue a certificate of compliance.
To remember, motorcycle taxis stopped their operations on March 23, after the expiration of the pilot study for legalization. In the Philippines, motorcycle taxis are not legally considered a form of public transportation, but are being promoted as such, reflecting trends in neighboring countries.
In the previous study, Angkas was allowed to have up to 23,000 cyclists in Metro Manila, 4,500 cyclists in Cebu and 900 in Cagayan de Oro. JoyRide has 15,000 cyclists in Metro Manila, around 4,500 in Cebu and less than a thousand in Cagayan de Oro Move It only has 8,000 cyclists deployed in Metro Manila.
It’s unclear how long the extended pilot study will run for, but Libiran said this will be addressed at a congressional hearing on Wednesday.
