Albay braces for floods, lahar flows and landslides as LPA pours rain on Bicol

CITY OF LEGAZPI – Disaster councils in Albay were activated on Tuesday as the province prepared for possible floods and lahar flows in low-lying areas and landslides on mountain slopes, due to a low pressure area (LPA) located about 375 km east of this city.

Albay Governor Al Francis Bichara issued a provincial disaster advisory on Tuesday ordering all 15 cities and three city disaster councils to be on high alert as the LPA brings moderate to heavy rains.

Cedric Daep, Albay Public Safety Emergency and Management Office (APSEMO), said in an interview that the cold front and northeast monsoon bring moderate to heavy rains. Once it breaks the rain threshold, it would cause flooding, lahar, and landslides.

Daep said the wind and coastal conditions would also trigger a moderate to strong northeast wind, producing a moderate to rough coastal water rise (1.2 to 4 meters high) that would endanger small marine vessels.

A no-sail policy has been put in place due to the rough seas that prevail on the eastern flank of the province, while the village disaster authorities were instructed not to allow fishermen to navigate and go fishing.

Residents living in coastal villages on the east coast were warned of the possibility of strong waves hitting the shores.

Local disaster councils were alerted to activate their disaster mitigation measures and initiate preventive evacuation once weather conditions deteriorate.
