Mikel Arteta makes an offer to start an Arsenal overhaul this summer, but the Gunners face a testing time as they battle the effects of the coronavirus.
Football boss Raul Sanllehi told staff in a conference call last week that budgets would be tight for the summer and that major deals would be unlikely to be made in the Emirates.
The uncertainty surrounding the Premier League is playing its part.
They posted losses of almost £ 30 million last year and various sources of revenue have stopped. The club’s £ 240 million annual salary bill represents 60 percent of turnover.
The gaming team has already accepted a 12.5 percent pay cut to help with matters. Club executives have also cut more than a third of their annual salaries.
And Arsenal have been warned that they will lose huge sums in revenue if the Premier League stage is held behind closed doors next season.

Mesut Ozil is again in favor of Arteta, but he only has one year left on his contract. However, the German shows little willingness to start early, even if an offer is submitted.
Decisions need to be made on borrowers Dani Ceballos, Pablo Mari and Cedric Soares, the latest pair available for £ 8m and nothing, respectively.
But the most important decision of all relates to Captain Pierre-Emerick Aubameyang.
The top scorer has only one year left on his contract in North London and is eager to play in the Champions League. Barcelona and Inter Milan are interested, despite their own problems.
Arsenal is in no position to allow a £ 50-60 million player to walk away for nothing in 14 months, however Gabon’s hitman is his most likely route to success on the field.
While soccer may have closed on the field, difficult behind-the-scenes decisions don’t just extend until when the game starts again.
