Governor seeks two-week moratorium on traveling to Negros Occidental

CITY OF BACOLOD, Negros Occidental, Philippines – The Governor of Negros Occidental, Eugenio José Lacson, has requested the Interagency Working Group on Emerging Infectious Diseases (IATF-EID) to allow a two-week moratorium on all travel by land, air and sea in the province amid the growing number of COVID-19 cases.

“I believe this is imperative to protect our constituents, our local economy and our future as a province,” Lacson said in a letter addressed to Secretary of Health Francisco Duque III and Cabinet Secretary Carlo Nograles, co-chairs of the IATF. -EID.

Lacson said he would like to prevent the uncontrolled spread of COVID-19 within the province that was clearly brought in by locally stranded people, authorized persons outside residence, and Filipinos returning abroad.

“If I sit idly by, I fear that our achievements last year will be wasted to the detriment of our people,” he said.

The general guidelines of the IATF-EID on the implementation of community quarantine state that the interzonal movement of people will be allowed as long as they are subject to reasonable regulation imposed by the local government in question.

Lacson said the provincial government has adopted IATF-EID Resolution 101 which requires uniform implementation of travel protocols.

Under Resolution 101, the provincial government can no longer test incoming passengers with swabs and quarantine them until their negative results are published. They can only be tested before arrival in the province.

The introduction of uniform travel protocols required by Resolution 101 has resulted in an increase in COVID-19 cases in many local governments in Negros Occidental, specifically in Victorias City, Manapla, Cadiz City, Sagay City, Escalante City, Calatrava, San Carlos City and Sipalay. City.

Lacson said the molecular laboratory at Teresita L. Jalandoni Provincial Hospital showed an alarming increase in COVID -19 cases.

The provincial quarantine facility for those with mild symptoms of the virus is also nearing full capacity, Lacson said.
