MANILA, Philippines – Proposed amendments to the Comprehensive Dangerous Drugs Act of 2002 could have prevented the shooting incident between agents of the Philippine Drug Control Agency (PDEA) and the Philippine National Police (PNP), said a lawmaker Monday.

Surigao del Norte Rep. Robert Ace Barbers, who also chairs the House Committee on Dangerous Drugs, said one of the proposed amendments to Section 21 of the law makes body cameras mandatory in anti-drug operations. of the forces of order.

“This could have aborted any seemingly illegal activity that was intended to be perpetrated by any personality against law enforcement officers or it could have logged all activities throughout the entire operation,” Barbers said in a statement.

“Unfortunately, even when we have asked for its use years ago, our pleas seem to have fallen on deaf ears, whether intentional or not. Now that we have included it in the law and have passed it in the House, the Senate has yet to present a similar bill, “added the legislator.

Other proposed amendments to the law include legal presumptions against personalities who could be considered pampering or protective and financial of drug suspects or syndicates; importers and exporters, as well as manufacturers and growers of dangerous drugs; and landlords who consent to properties that are used as laboratories or drugstores.

“If before, these personalities are blamed free, now these legal presumptions will put them almost on the same footing as the drug suspects themselves due to the presence of factual circumstances that will incriminate them and, therefore, could make them responsible under the law. amended, ”Barbers said.

“There will be no place for them to hide now and their world will be much smaller if these amendments are passed quickly,” he further said.

The House recently passed House Bill 7814 on second reading or “A Law to Strengthen Drug Prevention and Control” amending the Comprehensive Hazardous Drugs Act of 2002.
