MANILA – The Human Rights Commission (HRC) on Monday urged police to “be more demanding in the use of force and firearms” after a police officer killed a construction worker whom he mistook for a thief in Pampanga.
In a statement, CDH spokeswoman Jacqueline Ann de Guia told police that “death should not be the first option” during its operations.
“[T]The use of excessive force is categorically prohibited. And if necessary, a warning must first be issued and the force to be used should only be to neutralize the resistance and submit a clear and imminent danger … Death should not be the first option, “said De Guía.
On Saturday, construction worker Federico Pineda was killed by the police. Eframe Ramirez during a hauling operation in Sta. Rita, Pampanga after allegedly fitting the description of the thief they were after.
Ramírez faces murder charges.
The human rights body said its Region 3 office launched an investigation of its own accord.
